جنبش اسلامی ترکستان شرقی از سال 1993 توسط اویغورها (اهل شین جیانگ چین) تشکیل شد.
این جنبش در سال 2002 از سوی آمریکا به اتهام مشارکت در حملات 11 سپتامبر به عنوان گروه تروریستی شناخته شد؛ اما اکنون آمریکا تصمیم گرفته این جنبش را از لیست گروه‌های تروریستی خارج کند.
وزارت خارجه چین هم به شدت این اقدام آمریکا را محکوم کرده است.
وزارت خارجه چین اعلام کرده که جنبش اسلامی ترکستان شرقی از سوی نهادهای بین‌المللی به عنوان گروه تروریستی شناخته شده و این اقدام آمریکا نشانه استاندارد دوگانه آن است.
چین مدعی است که جنبش اسلامی ترکستان شرقی تاکنون چندین حمله تروریستی در این کشور و سایر کشورها انجام داده و روابط نزدیکی هم با طالبان و القاعده دارد.
این گروه از سال 2002 هم از سوی شورای امنیت سازمان ملل به عنوان گروه تروریستی شناخته شد و اروپا هم این گروه را تروریستی اعلام کرده است.
اقدام آمریکا هم‌زمان با افزایش انتقادات بین‌المللی از اقدامات چین در تحت فشار قرار دادن مسلمانان شین جیانگ انجام است.
تحلیلگران چینی نگرانند که این اقدام آمریکا سبب تحریک جنبش اسلامی ترکستان شرقی برای انجام عملیات‌های تروریستی در چین شود.
