به گزارش ساوت چاینا مورنینگ پست، بانک خلق چین (PBOC) اعلام کرد استفاده از یوان در تسویه تجاری و تأمین مالی فرامرزی را سرعت خواهد بخشید. این بانک در بیانیهای گفت: روند گسترش استفاده از یوان در تجارت را تسریع میکنیم، نقش آن در تأمین مالی را بیشتر خواهیم کرد و سیاستهای مرتبط با صندوقهای سرمایه و عرضه اولیه شرکتهای داخلی در خارج از کشور را بهینه خواهیم ساخت.
همچنین وعده داد که بازار برونمرزی را تقویت کرده و کانالهای عرضه پایدار نقدینگی را در تمامی سررسیدها ایجاد کند و همزمان توسعه بانکهای تسویهکننده خارجی از طریق سامانه بینبانکی پرداخت فرامرزی (CIPS) با واحد پول یوان را سرعت بخشد.
این نخستینبار در سه سال گذشته است که بانک مرکزی چین بخشی ویژه را به موضوع بینالمللیسازی یوان در جمعبندی نشست میانهسال خود اختصاص میدهد.
این موضع با راهبرد کلان پکن برای ارتقای جایگاه جهانی یوان همسو است؛ راهبردی که در بحبوحه نگرانیهای فزاینده درباره پایداری بدهی آمریکا و تشدید تنشهای ژئوپلیتیکی که سلطه دلار را با تردیدهای تازه روبهرو کرده، دنبال میشود.
ری دالیو، سرمایهگذار مشهور به تازگی هشدار تندی درباره اقتصاد آمریکا داد. او گفت اگر دولت امریکا کسری بودجه را به ۳ درصد تولید ناخالص داخلی کاهش ندهد، اقتصادش ممکن است با «سکته قلبی اقتصادی» روبهرو شود.
دالیو که در چین طرفداران زیادی دارد، در ماه ژوئن کتابی با عنوان چگونه کشورها ورشکسته میشوند: چرخه بزرگ منتشر کرد.
او پیشتر در ماه آوریل استدلال کرده بود که نظم پولی قدیمی که در آن کشورهایی مانند چین کالا را با قیمت ارزان تولید کرده و بدهی آمریکا را انباشت میکردند، در حالی که آمریکاییها با وام گرفتن از همان کشورها مصرف میکردند و بدهیهای خود را افزایش میدادند، دیگر پایدار نیست.
او نوشت: «بهطور واضح، نظم پولی باید بهشیوهای بزرگ و مخرب تغییر کند تا تمام این عدمتعادلها و افراطها را کاهش دهد و ما اکنون در مراحل اولیه این تغییر هستیم.»
شاخص بینالمللیسازی یوان که به تازگی توسط دانشگاه رنمین منتشر شد، در سال ۲۰۲۴ حدود ۱۱ درصد رشد کرد و سلطه دلار آمریکا را بیش از پیش تضعیف نمود. این روند، اهرم بیشتری به پکن داده تا برای اصلاحات در نظام پولی جهانی فشار وارد کند و ریسکهای ژئواکونومیک را کاهش دهد.
بانک خلق چین همچنین بار دیگر بر تعهد خود به مشارکت عمیقتر در حکمرانی مالی جهانی و شکلدهی قواعد مالی بینالمللی تأکید کرد.
این بانک به تلاشهای خود برای نهادینهسازی همکاری میان رؤسای بانکهای مرکزی چین و اروپا از طریق یک سازوکار نشست سالانه و همچنین ترویج همکاریها در قالب گروه کاری مالی چین-اتحادیه اروپا اشاره کرد.
این بانک در آسیا برای ایجاد یک تسهیلات تأمین مالی سریع جدید تحت «ابتکار چیانگمای» – با حضور ارزهای آزادانه قابل استفاده از جمله یوان – تلاش کرده است.
چین بهتدریج از یک دریافتکننده قواعد به یک قاعدهگذار نهادی در حکمرانی اقتصادی جهانی تبدیل میشود.
پارادایم نهادی حکمرانی اقتصادی جهانی هنوز شکل نگرفته و این روند تحت تأثیر بازساختاردهی هماهنگی چندجانبه، حکمرانی فناورانه مبتنی بر قواعد و یک نظام پولی بینالمللی متنوعتر قرار خواهد گرفت.
در این دوره گذار، چین نهتنها یک نیروی محرکه مهم برای پارادایم نوظهور حکمرانی اقتصادی جهانی است، بلکه یک مشارکتکننده کلیدی در ثبات حکمرانی جهانی نیز به شمار میرود.
